Retention policies link in Outlook

Hi there,

we have an Exchange 2010 SP2 infractructure spread accross the world with multiple sites (US,EU).

After setting up retention and archive policies and applying it to users, all works just fine with one small hitch.

When user (using Outlook 2010) views the properties of any folder in Outlook, on Policy tab, there's a link called "Add or Remove Retention Policies" that acts somewhat strange.

1. not every user sees the link, some have it in their Outlooks, some don't

from test batch of 20 users, only 2 have the link visible. Checked all possible attributes of the users, no difference between those who have the link and those who don't whatsover.

2. When clicking on the link, it takes the user to a hubcas server's ECP site, however to a server in completely different site (US in this case) than the user's "home" site. That is ok for US users, but EU users don't have access to the US hubcas server and thus can't login. This causes confusion among users of course.

I can't seem to find anywhere in Exchange to configure the behaviour of this link, best case scenario would be to edit the landing url for EU users, but if there's a way how to get rid of the link in Outlook completely, I'd be happy too.
