Public Folder Aging not working after PST import from 2007

I copied all the public folders from an EX2007 server into pst files, then decomissioned, and uninstalled EX2007 from the environment. I then added public folders to my EX10 IS, and copied the pst's back in.

The default replication limit and aging limits are set to 365 days. Messages go back to April, 2011.

Using MFCMAPI or EXFOLDERS, I see my My PR_CREATION_TIME is OCT 10 2012, when I completed the move into the new public folders in EX10.

I followed the steps in this article: (ADSI edit, changed to 3)

stopped and restarted IS service, dismount remount, and restart SA service. Nothing happens. Maint window is set to 24 hours, and I understand the cleanup happens once every 24 hours

If I change the aging to less than 29 days (after Oct 10), messages age normally overnight. 

I also noticed I cannot do a bulk edit on PR_CREATION_TIME, is that correct? I was thinking to just set the date back, and make it pay attention to the other dates.

Logging on the IS Public store is turned up to expert, no unusual messages.
